My experience is that you have two options. You can hire someone with good to great search engine optimization skills and they build up your keyword campaigns over time. Or you can hire a firm that specializes in this type of marketing and they do a broad and sustained effort immediately and you pay them based on performance. Either way, the person or firm has to have significant experience and insight into search engines. SEO is not trivial.
