"The most significant divergence of thinking centers on the question of whether development should be left to the market to determine or set by government policy. The United States has tended to come down on the side of market forces.

Yet, says Shaw, Japan and Korea—countries that have industrial policies—have higher levels of broadband penetration than the United States.

"It's hard to understand how far ahead Asia is in many of these technologies until you go there. China is adding 1 million broadband users a month," he said."
