Inc.com has a good article with questions to ask potential web hosting vendors. My experience is that you have to rely on knowledgeable people you trust, develop a list of questions, and when you move try hard to have access to your new web server a month in before you switch hosts. The webhosting services that I would recommend investigating are here on my Resources page. But you still have to do due diligence based on your needs.
