EasyRGB, an incredible free online resource that helps you create color palettes has a standalone software version for free and for sale. This is a tremendous time-saver for creating color palettes that harmonize (or not, depending on your project).

Since this page gets some search engine traffic on this topic, I also would point you to Color Combo which allows you to create color palettes.
